Program Overview

The Clean Water State Revolving Fund (CWSRF) loan program provides low-cost loans for the planning, design and construction of various water pollution control activities. Any public agency in Oregon is eligible for a CWSRF loan. Eligible public agencies include tribal nations, cities, counties, sanitary districts, soil and water conservation districts, irrigation districts and various special districts and certain intergovernmental entities.

Intended Use Plan

DEQ is required to submit to EPA an Intended Use Plan (IUP) as part of the annual capitalization grant application process. The IUP provides information to EPA and other interested parties on how the CWSRF loan program intends to use funds available each year. This document is updated during the state fiscal year, and includes all projects for which applications have been received and the amount of loan funds available to the program.
