HB 2081

Truck efficiencies to reduce greenhouse gas emission
Authorizes the Environmental Quality Commission to establish requirements for improving truck efficiency and reducing unnecessary long duration idling to reduce greenhouse gas emissions from heavy duty commercial motor vehicles.

HB 2082 Releases of hazardous substances
Promotes environmental protection and economic development by enhancing liability protection for certain parties undertaking the cleanup of contaminated properties.

SB 79 Greenhouse gas permitting
Establishes fees for greenhouse gas permitting needed to
implement new federal regulations.
SB 80 Greenhouse gas emissions reporting fees
Authorizes fees for new greenhouse gas reporting sources that do not currently pay fees. Current fee payers would see an offsetting reduction in their fees.
SB 81 Ballast water fees
Establishes a fee for vessels regulated by Oregon’s ballast water management laws to reduce reliance on General Fund for ballast water regulation and to enhance DEQ’s compliance and technical assistance efforts to reduce the risk of the transport of aquatic invasive species.
SB 82

Recycling of electronic devices
Allows programs operating under the Oregon E-Cycles program to claim credits for pounds collected in excess of the minimum share assigned to them. Allows credits earned to be used by a program or sold to other programs. Also clarifies that submission of sampling data by programs is consistent with the approved methodology.
SB 83  Subsurface sewage disposal system improvement
Establishes the Subsurface Sewage Disposal System Improvement Fund and authorizes the Environmental Quality Commission to adopt rules for DEQ to use the funds to make grants or loans available to property owners for the repair, replacement or decommissioning of their septic systems.
SB 84 Enforcement language clarification
Clarifies statutory language and corrects internal citations so that DEQ can better enforce its statutes.
