Implement New Federal Greenhouse Gas Permits. Companion to SB 79. Adds one position to perform the new federally required greenhouse gas permitting work. Also adds a federally funded (President’s proposed budget) position to address emerging environmental issues associated with greenhouse gas regulation. Adds two positions (2.0 FTE).

Funding: $177,704 Federal Fund; $191,022 Other Fund

Implement New Federal Air Quality Standards. Monitor and prevent health risks from fine particulate (soot/smoke), ozone (smog), lead, nitrogen dioxide and sulfur dioxide air pollution and to rapidly bring areas that violate new federal health standards back into compliance. New positions would be funded by increases proposed in the President’s federal budget. Adds six positions (5.0 FTE).

Funding: $1,019,987 Federal Fund

Air Quality Pass-Through Grants. Provides federal limitation for DEQ to pass Clean Air Act Section 103 federal grant funds to Lane Regional Air Protection Agency. LRAPA will use the grant funds to operate the fine particulate monitoring network in Lane County. No positions added.

Improve the Onsite Septic System Program. Provides resources to improve onsite septic services that will assist the state in complying with the Coastal Zone Management Act and Coastal Zone Act Reauthorization Amendments of 1990. Adds three positions (0.875 FTE).

Drinking Water Protection. Continues six federally-funded positions (5.5 FTE) to implement drinking water protection strategies.

Water Quality 401 Project Certification: Adds resources to address the increased complexity of dredge and fill project applications submitted for certification, greater complexity of water quality regulations, and increased requests for technical assistance, pre-application meetings and site visits. Adds three positions (1.75 FTE).

Orphan Site Cleanups: Provides resources to maintain and operate existing cleanup remedies, to meet federal match obligations and to investigate and clean up industrial orphan sites. Funded by a fee-financed bond issue. No positions added.

Ballast Water Compliance/Technical Assistance. Increases compliance verification and technical assistance efforts to prevent introduction of aquatic invasive species through ballast water, funded with the ballast water fee established by SB 81. Adds expenditure limitation and one position (0.375 FTE).

Clean Water State Revolving Fund – Loans and Bonds.  Provides non-limited expenditure approval to fund $150,000 of bond issuance costs, including legal and other fees, associated with bonds issued to provide the state match component of up to three federal capitalization grants to maintain Oregon’s Clean Water State Revolving Fund. Also provides limitation for $30 million of additional CWSRF loans using the federal grant monies received.

Clean Up Contaminated Orphan Sites – Bonds. Provides non-limited expenditure approval for bond issuance costs associated with the $6.5 million bond sale to pay for cleanup of high priority contaminated sites.

Clean Water SRF: Bond Debt Service.  Requests authorization to issue up to $10 million worth of bonds during the 2011-13 biennium to provide the state match for up to $50 million worth of federal capitalization grants and to pay bond issuance costs.
