General Requirements
340-090-0030 Cities and counties must provide a certain basic level of recycling services available to all inhabitants. Cities with over 4,000 inhabitants must provide on-route collection service for recyclable materials at least once a month for all collection service customers, as well as educational materials
Local Government Recycling Program Elements 340­090­0040 Local governments must provide several "recycling program elements". Some of the program elements among which a local government must choose are targeted to commercial generators of solid waste. (see below)
  340-090-0040 (3)(c) Expanded Education and Promotion Program Element

Businesses are to receive materials educating them about recycling and promoting recycling.

  340-090-0040 (3)(f) Commercial Recycling Program

Businesses are to receive regular, on­site collection of source separated principal recyclable materials, and appropriate recycling education materials.

  340-090-0040(3)(i) Commercial and Institutional Composting Program

A system is developed to collect and compost organic materials from businesses and institutions.

Collection of Recyclable Materials 340­090­0090 If a business does not properly prepare its recyclable materials, the collector does not have to collect them.
Minimum Content Reporting Requirements 340­090­0110 Businesses making or using certain items with recycled content must report the recycled content annually to DEQ. These include:

(1) Consumers of newsprint.

(2) Publishers of directories distributed in Oregon.

(3) Manufacturers of glass food, drink and beverage containers.

Fair Market Value Exemption 340­090­0130 Under the "fair market value" exemption, source-separated recyclable materials are exempt from recycling program requirements. To qualify for the exemption, those materials must be purchased or exchanged by the generator for "fair market value."
Used Oil Recycling Signs 340­090­0180 Retail sellers of more than 500 gallons of lubricating oils must post certain signs promoting oil recycling
Rigid Plastic Containers 340-090-0320 If a business is a "container manufacturer" or "product manufacturer" of rigid plastic containers, it must meet certain requirements to comply with recycling of rigid plastic containers
