Climate Change: Stakeholder InvolvementDEQ will be a lead agency in making and implementing climate change policy in Oregon, including the development of a regional Cap and Trade system as well as other complementary measures to reduce greenhouse gases. Oregon is a founding member and active participant in the Western Climate Initiative, which released design recommendations for a regional Cap and Trade program. The WCI design provides a market framework for businesses from several states and Canadian provinces to trade emission credits so that emissions reductions happen in the most economical way, rewarding those businesses who figure out how to make the least costly reductions and keeping the overall cost to the economy as low as possible. The Design for the WCI Regional Program provides a roadmap to inform the WCI Partner jurisdictions as they implement the cap-and-trade program in their jurisdictions. The regional program is set to begin in 2012. DEQ and Oregon's Greenhouse Gas LegislationNew legislation is needed if Oregon is to participate in the regional cap and trade program and implement complementary measures to reduce greenhouse gases.
